Ekurhuleni terminates deputy police chief Julius Mkhwanazi

The City of Ekurhuleni has terminated the employment of Deputy Chief of Police: Operations and Specialised Services Julius Doctor Mkhwanazi.

The decision was taken by City Manager Kagiso Lerutla following consideration of a submission from the City’s Human Resources Department, internal disciplinary proceedings against Mkhwanazi, evidence presented before the Madlanga Commission of Inquiry and criminal matters involving the senior police officer.

According to the City, factors considered included the seriousness of the matters, Mkhwanazi’s senior position in the Ekurhuleni Metropolitan Police Department (EMPD), the alleged connection between the matters and his official responsibilities, and the potential impact on the municipality’s integrity and reputation.

The City also cited Mkhwanazi’s continued incarceration after being denied bail in connection with a Schedule 6 murder charge.

It said his prolonged unavailability, continued court appearances and delays in the internal disciplinary process raised concerns about the prospects of concluding the proceedings within a reasonable period.

“With the duration of the criminal proceedings uncertain, the City also had to consider the EMPD’s urgent need for stable leadership, an active and visible command presence, and ethical leadership that strengthens organisational morale and public confidence,” the statement said.

The municipality said it had assessed the totality of the circumstances and concluded that continuing the employment relationship had become untenable.

Lerutla therefore determined that termination was necessary to protect the legitimate interests of the municipality and the communities it serves.

The City said the decision formed part of its broader governance renewal efforts, including strengthening internal controls, restoring organisational discipline and ensuring municipal authority and resources are used in the public interest.

It stressed that the termination was an employment decision and that the criminal charges against Mkhwanazi remain before the courts.

“Mr Mkhwanazi retains the right to be presumed innocent until proven guilty,” the City said.

The municipality said it would continue focusing on stability within the EMPD and the delivery of policing and community-safety services.
